IT Project Manager, Computer-Aided Dispatch Migration
Contract Length:  15+ months

Location: Telework, Texas

We are looking for a battle-tested Senior IT Project Manager who has led large, complex, mission-critical IT implementations from start to finish and can step into a highly visible, high-stakes environment and own it. The work centers on a Computer-Aided Dispatch (CAD) cloud migration, a multi-workstream initiative with significant technical complexity, third-party vendor dependencies, and operational sensitivity that demands the judgment and discipline of a truly senior project leader.

Qualifications/Requirements:
  • Active PMI Project Management Professional (PMP) certification required
  • Proven track record leading enterprise-scale IT implementations, not task coordination, end-to-end delivery ownership
  • Strong vendor and contract management experience including deliverable oversight, schedule accountability, issue escalation, and performance management
  • Demonstrated ability to manage multiple workstreams with significant interdependencies across technical teams, business stakeholders, and external partners
  • Executive-level communication and stakeholder management skills, comfortable presenting to and aligning senior leadership
  • Experience developing RFPs, SOWs, project charters, scope documents, and business requirements
  • Ability to lead through influence in a matrixed environment without direct authority
  • Able to obtain CJIS clearance

Duties/Responsibilities:
  • Lead the CAD cloud migration initiative across all phases from initiation through implementation and transition to operations
  • Develop and maintain full-scale project plans including scope, schedule, resource requirements, communication plans, and critical path management
  • Manage vendor relationships and contract performance, holding third-party providers accountable to deliverables, timelines, and quality standards
  • Identify and manage project dependencies, risks, and issues, escalating appropriately and driving resolution
  • Facilitate executive and stakeholder communications including status reviews, milestone reporting, and decision briefings
  • Develop written business requirements and process models in collaboration with technical and operational teams
  • Coordinate cross-functional teams across multiple departments, aligning priorities and maintaining momentum across workstreams
  • Support procurement activities including RFP development and vendor selection
  • Develop transition and training plans to support successful handoff to operations
  • Operate with minimal supervision and bring the executive presence, delivery discipline, and operational judgment this environment demands
