We are seeking a Business Analyst to support requirements gathering, business process analysis, process modeling, and documentation across enterprise application and modernization initiatives. The ideal candidate will possess strong experience with gap analysis, translating business requirements into technical specifications, SDLC, testing/QA, and collaborating with technical and functional teams to drive process improvement and system enhancements.

We are seeking a Business Analyst to support requirements gathering, business process analysis, process modeling, and documentation across enterprise application and modernization initiatives. The ideal candidate will possess strong experience with gap analysis, translating business requirements into technical specifications, SDLC, testing/QA, and collaborating with technical and functional teams to drive process improvement and system enhancements.
Qualifications:
- Bachelor's degree in computer science, Information Technology, or a related field
- Minimum 5 years of experience in business process analysis and requirements documentation, including independently facilitating sessions with executives, stakeholders, and subject matter experts
- Strong experience with requirements gathering, as-is/to-be analysis, gap analysis, process modeling, business cases, and workflow documentation
- Proficiency with Microsoft Visio for process mapping and modeling
- Advanced proficiency with Microsoft Office, including Excel, Word, PowerPoint, SharePoint, and Teams
- Experience translating business requirements into technical specifications, use cases, business rules, and other functional/technical documentation
- Knowledge of data migration, testing/quality assurance methodologies, and change and release management
- Strong understanding of the SDLC, IT infrastructure, and application development practices
- Excellent facilitation, stakeholder management, written communication, and presentation skills
- Knowledge of State of Florida IT standards and governance, including Rules 60GG-1 through 60GG-5 and PMBOK principles, is preferred
- Experience with Azure DevOps for managing requirements and backlogs and/or Power BI is preferred
Responsibilities:
- Analyze and document business processes, system workflows, dependencies, and cross-functional interactions across the FDOT environment
- Gather, analyze, and document business and technical requirements for application, infrastructure, modernization, remediation, and migration initiatives
- Partner with technical and functional teams to develop technical specifications, use cases, business rules, process models, context diagrams, and other analysis artifacts
- Document current-state and future-state processes, perform gap analyses, and identify opportunities for process improvement and operational efficiency
- Support business process redesign, modernization, remediation, migration, and legacy system sunset initiatives
- Plan, prepare, and support functional, regression, data validation, integration, load, and performance testing
- Analyze technical and business challenges and provide solution recommendations aligned with future-state architecture, modernization objectives, and business needs
- Develop business cases, feasibility studies, performance measures, and supporting analysis for proposed technology and process improvements
- Facilitate workshops, requirements sessions, and stakeholder meetings with executives, business units, subject matter experts, security teams, and technology teams
- Analyze complex information from multiple sources and prepare clear, executive-ready documentation and presentations summarizing value, risk, feasibility, alignment, and modernization considerations
