Procurement Analyst and RFP Writer
Contract: 6-12 months
Location: Austin, Texas (Hybrid – must already reside in the Austin area for consideration)

Our client is seeking an experienced Procurement Analyst / RFP Writer to support high-impact procurement efforts, including the development of complex Requests for Proposals (RFPs) and coordination with stakeholders across Medicaid & CHIP Services (MCS), IT, and other departments. This role ensures the integrity and effectiveness of the procurement process while aligning with regulatory and program-specific requirements.

Qualifications:
  • 5+ years of experience in procurement, contract management, or a related analytical role.
  • Proven experience writing RFPs and managing end-to-end solicitation processes.
  • Skilled in leading JAD (Joint Application Design) sessions to elicit and document requirements.
  • Strong background in developing key performance metrics, cost models, and pricing structures.
  • Experience conducting quality assurance activities on large-scale or complex projects.
  • Familiarity with the State of Texas Procurement and Contract Management Guide.
  • Preferred experience in Texas Medicaid or with Texas health agencies.
  • Experience drafting Federal funding requests (PAPD/IAPD) is a plus.
  • Ability to develop process flows (AS-IS and TO-BE models).
  • Demonstrated success in stakeholder communication and vendor negotiation.
  • CTCD or CTCM certification is strongly preferred.
  • Strong organizational skills and the ability to manage competing priorities.

Key Responsibilities:
  • Draft, coordinate, and manage solicitation packages including RFPs, RFQs, and RFIs.
  • Facilitate collaboration with subject matter experts to ensure program-specific needs are accurately captured.
  • Work closely with legal, procurement, and program teams to determine solicitation strategy and posting requirements.
  • Create and manage solicitation documentation including performance metrics, pricing models, and evaluation criteria.
  • Serve as a subject matter expert in workgroups, trainings, and operational meetings.
  • Review and edit procurement documents to ensure compliance and clarity.
  • Monitor procurement milestones and timelines to support successful execution.
  • Provide ongoing technical assistance and procurement process guidance to internal teams.
  • Analyze stakeholder input and incorporate into procurement strategies.
  • Contribute to process improvements and ensure alignment with state and federal guidelines.
