Summary We are looking for a seasoned enterprise HR and payroll systems professional who thrives in complex, high-stakes environments. This role will support an enterprise HR/Payroll Planning system built on Oracle PeopleSoft Human Capital Management version 9.2. The system spans Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and Recruiting.
Qualifications/Requirements:
Deep hands-on experience supporting CAPPS or a PeopleSoft HCM 9.2 environment across core modules including Workforce Administration, Payroll, Time and Labor, Commitment Accounting, and Talent Acquisition
Strong functional configuration skills including table setup, AWE Approval Workflow Engine, PS Query, Page and Field Configurator, and business process design
Technical proficiency in Application Designer, Integration Broker, SQR, BI Publisher, SQL, and REST and SOAP integrations
Proven experience supporting enterprise ERP environments at scale including batch job monitoring, system performance, and data integrity oversight
Solid understanding of PeopleSoft security models including multitenancy and row-level security
Experience with FMLA compliance, fiscal year-end processes, and regulatory and legislative change implementation
Familiarity with PUM, Change Assistant, Fluid UI, Elasticsearch, and lifecycle management tools
Experience working within ITIL frameworks, ServiceNow, and SOC-1 audit environments
Texas public sector or state government experience strongly preferred
Knowledge of NIST, WCAG 2.1 accessibility standards, and Agile or SDLC methodologies a plus
Duties/Responsibilities:
Serve as the senior functional expert and first-line escalation point for the most complex agency issues across HR and payroll modules
Diagnose and resolve advanced system issues including configuration errors, data inconsistencies, workflow failures, and integration problems
Perform moderate to advanced ERP configuration changes while ensuring data integrity and compliance with change control procedures
Investigate and resolve integration failures between the ERP and third-party systems working alongside managed services and IT partners
Lead functional design activities including creating and reviewing Functional Design Documents and implementing system configuration changes
Oversee and coordinate fiscal year-end, calendar year-end, and other cyclic processes
Monitor batch jobs, system logs, and performance metrics to identify patterns and drive continuous improvement
Mentor and cross-train junior analysts and provide training and support to agency personnel
Participate in disaster recovery exercises, upgrade testing, Major Incident Management, and SOC-1 audit activities
