Talent Management Systems Analyst
Contract Length:  12+ months

Location: Austin, Texas (telework)

Recruiting and performance management are the heartbeat of any workforce and this role owns both! As the Talent Management Systems Analyst, you will be the functional expert responsible for keeping the Talent Acquisition, Candidate Gateway, Onboarding, and Enterprise Performance Management modules running smoothly. You know these modules deeply and how to configure, secure, and optimize them in a complex statewide environment where policy, compliance, and user experience all have to work together.

Qualifications/Requirements:
  • Hands-on configuration experience with PeopleSoft TAM, Candidate Gateway, and Onboarding Activity Guides including recruiting workflows, screening levels, offer processing, and onboarding task management
  • Deep familiarity with Enterprise Performance Management including template setup, evaluation documents, goal-setting stages, approval routing, and competency models
  • Experience administering security roles, permission lists, and row-level access controls specific to TAM, Onboarding, and Performance Management
  • Ability to build and maintain dashboards and reports covering recruiting pipelines, onboarding completion, evaluation status, and performance trends
  • Technical proficiency in Application Designer, Integration Broker, SQR, BI Publisher, and SQL
  • Comfortable troubleshooting cross-module and cross-system issues including integrations with external job boards and background check vendors
  • Familiarity with PUM, Change Assistant, Fluid UI, and Elasticsearch in a PeopleSoft HCM environment
  • Texas public sector experience strongly preferred
  • ITIL, NIST, WCAG 2.1, and Agile or SDLC familiarity a plus

Duties/Responsibilities:
  • Own configuration and maintenance of TAM, Candidate Gateway, Onboarding Activity Guides, and Enterprise Performance Management modules including workflows, routing rules, and security
  • Manage job opening lifecycle and ensure consistent applicant screening, offer processing, and downstream onboarding task completion
  • Set up and support annual ePM cycles including goal setting, evaluation workflows, approval routing, and completion tracking across agencies
  • Administer module-specific security ensuring appropriate access for applicants, new hires, managers, and HR administrators while maintaining state data protection compliance
  • Build and maintain dashboards giving HR leadership and agency staff visibility into pipeline status, onboarding completion, and performance trends
  • Support end users navigating TAM, Candidate Gateway, and ePM issues including portal problems, routing failures, and workflow discrepancies
  • Provide Level 2 service desk support with clear documentation and timely resolution in coordination with managed services partners
  • Mentor junior analysts, deliver agency training, and participate in disaster recovery, upgrade testing, Major Incident Management, and SOC-1 audit activities
