PeopleSoft Payroll Analyst #3260

PeopleSoft Payroll Analyst
Contract Length:  12+ months

Location: Austin, Texas (telework)

We are looking for an experienced enterprise HR systems professional with deep functional knowledge of HR/Payroll and Oracle PeopleSoft Human Capital Management version 9.2. This role is focused specifically on the Payroll tower, supporting statewide payroll operations, fiscal year-end processes, and compliance requirements across a large network of state agencies.

Qualifications/Requirements:
  • Deep hands-on experience supporting a PeopleSoft HCM 9.2-based environment with a focus on the Payroll module at statewide scale
  • Extensive knowledge of federal labor laws and experience performing system configuration changes
  • Strong technical skillset including Application Designer, Integration Broker, SQR, SQL, BI Publisher, and SAP Business Objects
  • Solid understanding of security best practices, NIST standards, and multi-tenancy considerations for a statewide ERP instance
  • Experience building strategic roadmaps and presenting at the executive level
  • Experience supporting audits, open records requests, and holding vendors accountable to contractual requirements
  • Experience managing the Approval Workflow Engine and batch job tools such as Run My Jobs
  • Familiarity with PUM, Fluid, and Elasticsearch
  • Experience providing direct payroll support to multiple agencies including quarterly 941 reconciliations
  • Knowledge of ITIL principles for IT service and asset management
  • Texas public sector or state government experience strongly preferred
  • Experience with Disaster Recovery exercises and Tier 2 service desk support a plus

Duties/Responsibilities:
  • Provide day-to-day functional support for the PeopleSoft 9.2 Payroll-based module across a statewide agency network
  • Troubleshoot payroll issues including calculation errors, retro pay, tax discrepancies, and integration failures
  • Support the full payroll cycle and maintain configuration including earnings codes, deductions, garnishments, and tax setups
  • Lead Fiscal Year-End activities, quarterly 941 reconciliations, and W-2 validation and filing with the Social Security Administration
  • Manage and troubleshoot the Approval Workflow Engine including workflow configuration and notifications
  • Monitor payroll batch jobs including scheduling, execution tracking, and performance tuning
  • Provide Level 2 service desk support and mentor junior analysts
  • Participate in Disaster Recovery exercises, upgrade testing, and the annual SOC-1 attestation audit
