IT Procurement Manager           
Contract: 12-18months + potential extension     
Location:  Austin, TX (Hybrid)   

Are you a self-starter, creative thinker, problem-solver with the ability to manage tasks, review detailed contracts according to deadlines? Come be part of this growing organization that is adding to their procurement team in the Austin, TX area.  We are looking for a team of procurement specialists and managers to fulfill long-term consulting engagements.                 **Must have previous state purchasing experience     

Qualifications/Requirements:
  • Associate’s Degree in Business, Accounting or a related field - Bachelor's Degree preferred
  • Must have an active Government Contract Management Certificate(s) (CTCD or CTCM)
  • 5+ years of experience in IT procurement arena
  • 3+ years of experience in State government purchasing or contract management is required
  • 2+ years of experience working with CAPPS (Centralized Accounting and Payroll/Personnel System) is required
  • Knowledge of security policies and procedures for technical contracts
  • Previous experience developing program guidelines, policies and procedures
  • Previous experience working on RFOs, government regulations, commercial business laws and regulations, software licensing practices
  • Previous experience working with Peoplesoft platform is highly desirable
  • Must have strong MS Office skills (Word, Excel, PPT)
  • Ability to maintain a system of record keeping
  • Ability to interpret regulations and convey them to others
  • Excellent communication skills – written/verbal

Daily Duties:
  • Provide technical assistance to program staff and contractors regarding contract procedures
  • Prepare, review, track, and process purchase orders
  • Maintain contract file information into contract management databases
  • Ensure all information stored is in accordance with policies and procedures
  • Assist with preparation of other documents, contract execution
  • Work with internal and external partners to support the design, research, preparation, and execution of the state program plans
  • Assist with project costing and provide input into budget justifications and budget revisions for contracts
  • Coordinate routing logistics of contracts for signatures
  • Conduct appropriate background investigations prior to contract execution and upon renewal
  • Provide assistance in responding to questions related to contract compliance, processing and management
  • Provide information and updates with required forms and agency policies and standards or performance
  • Conduct policy research work and data analysis in multiple areas with strong focus in legislation and efforts by federal, state, and local governments
  • Ensure contract data is correctly entered for upcoming renewals
  • Document and process timely compliance reports
